Permits to Purchase or Transfer Handguns
The Plainview Police Department will only process applications for a Permit to Purchase or Transfer a Handgun for residents of the City of Plainview who live within city limits. Applications will be denied if your current address is not up to date on your Minnesota State Driver's License or State Identification. All other applications for a Permit to Purchase or Transfer a Handgun will need to be turned into the Wabasha County Sheriff's Office.
There is no charge to process or obtain a Permit to Purchase or Transfer a Handgun.
Please visit the Plainview Police Department Monday-Friday 8am-4pm to fill out and/or turn in your applications. Applicants will need to bring a valid drivers license, state identification card, or passport.

Permits to Carry a Handgun
The Plainview Police Department does not process or accept Permits to Carry. Please visit the Wabasha County Sheriff's Office website for information on how to obtain a Permit to Carry.
Minnesota Law Regarding Permits to Purchase / Transfer
Minnesota law requires that individuals follow certain procedures in order to establish eligibility to obtain, transfer and carry a handgun. Follow the guidelines outlined below to acquire the appropriate permits.
Handgun Purchase or Transfers
Under Minnesota law, handgun transfers involve any sale, gift, loan, assignment or other delivery to another person. If you possess a valid permit to carry a handgun, that permit constitutes a permit to purchase. You do not need to apply for a separate permit to purchase.
There is no charge for this application process. If you have a Permit to Carry MN Statute 624.7131 subd 9 constitutes a transferee permit:
Documents to Submit with Application
The applicant must submit the following items with the application:
1. A completed application form signed and dated by the Applicant.
2. An accurate photocopy of the Applicant′s current driver′s license, state identification card, or the photo page of the Applicant′s passport. (Please Note: the address on the identification must match that which is on the application.)
3. In addition to the other application materials, a person who is otherwise ineligible for a permit due to a criminal conviction but who has obtained a pardon or an expungement setting aside the conviction, sealing the conviction, or otherwise restoring applicable rights, must submit a copy of the relevant order.
